The state government's role in titling quilombola territories, from the viewpoint of public action instruments

Abstract

This paper analyzes the process of titling quilombola territories. As this topic has gained ground in academia, we consider some aspects which have not yet been widely explored in political studies. Studies have mostly focused on the role of executive branch of Brazil’s federal government in promoting land rights for the remaining quilombola communities, which overshadows the function of other federated entities. This paper consequently highlights the state government's role in titling quilombola territories by using data from documentary research and interviews with public agents involved in implementing this policy. Our reflections follow the public action instrument approach, understood by Lascoumes and Le Galés (2012) as a means of guiding the relationship between state and society; this method allows us to point out both the limits and potential of the state government's actions in implementing this public policy.
