Is ag white? Racial selectivity and land policy in Brazil

Abstract

This article constructs an analytical framework to understand the relationship between institutional racism and land policy in Brazil. Conceptual contributions from recent debates in the fields of state theories, institutional racism, and the land issue are incorporated into this dialog, to conclude that the notion of strategic selectivity (JESSOP, 2016) has heuristic potential for studying the relationship between land policy and institutional racism. From this notion, we argue that two selectivities exist within the Brazilian state with regard to land policy: structural selectivity and racial selectivity. These two selectivities are related and complement each other.
