Política fundiária em zonas rurais: possíveis lições de experiências francesas para o caso brasileiro
Abstract
No início dos anos 1990, o governo brasileiro adotou uma política de crédito fundiário, atualmente denominada Programa Nacional de Crédito Fundiário (PNCF). O estudo de experiências internacionais correlatas pode servir de referência para o aperfeiçoamento dessa política. O objetivo deste artigo consiste em analisar duas experiências francesas de gestão da estrutura fundiária: i) as Sociedades de Ordenamento Fundiário e de Estabelecimento Rural (SAFER), com mais de 50 anos de existência, que representam uma ação de cogestão entre Estado e organizações agrícolas; ii) a Associação Terre de Liens, instituída na última década, que busca estabelecer parcerias (elos) entre consumidores, proprietários de terras e candidatos a agricultores ou com aqueles já instalados que desejam promover uma reestruturação produtiva.Downloads
