Políticas de desenvolvimento territorial e pobreza rural no Brasil: análise das institucionalidades e da governança
Abstract
As institucionalidades e a governança nas políticas brasileiras de desenvolvimento territorial e a relação destas com a superação da pobreza no meio rural constituem o foco de análise deste artigo. São objetos de análise o Programa de Desenvolvimento Sustentável de Territórios Rurais (PRONAT), criado em 2003, e o Programa Territórios da Cidadania (PTC), instituído em 2008. Além de pesquisa bibliográfica e documental, a investigação contou com a realização de estudos de casos em seis Territórios da Cidadania, distribuídos entre as grandes regiões brasileiras. Os resultados sinalizam para as limitações de ambas as políticas públicas no enfrentamento da pobreza rural e, principalmente, para os entraves e desafios da perspectiva do desenvolvimento territorial no que se refere à governança, envolvendo diversos atores, atividades e setores nos territórios, e à criação, efetividade e reprodução de novas e velhas institucionalidades.
