Abstract

The National Councils are instruments of participative democracy which became increasingly common in the Brazilian government policy framework, emerging with greater emphasis after the explicit guarantees of popular participation in the Federal Constitution of 1988. For rural development policy, the main State-civil society interface is the CONDRAF. The aim of this paper is to evaluate the perceptions of CONDRAF councillors, chosen by civil society and by government agencies, with respect to its composition, dynamics, structure and effectiveness (internal and external). The results show that there is a broad appreciation by the representatives. However, the lack of legal instruments to ensure a greater influence in decision-making processes continues to bea real obstacle undermining its potential for deliberation.
