Desigualdades regionais no acesso aos financiamentos do Pronaf no estado do Rio de Janeiro
Abstract
O objetivo da pesquisa foi analisar o comportamento da distribuição dos recursos do Pronaf-crédito entre os municípios do estado do Rio de Janeiro no período entre 1998 e 2012 e verificar se esta distribuição reflete a participação dos diversos municípios na agricultura familiar do estado. Para caracterizar essa distribuição, foram calculados os índices de Gini e Theil, o percentual do crédito obtido nos 25 e 50% menores municípios, o percentual obtido nos 25% maiores municípios e o índice de concentração. Os resultados evidenciaram, a princípio, melhoria da distribuição regional desses recursos. Porém, como a distribuição da agricultura familiar entre os municípios é desigual, a distribuição regional dos recursos entre eles não reflete, necessariamente, a importância relativa que têm na agricultura familiar do estado. Constatou-se que alguns municípios, principalmente aqueles com maior peso na agricultura familiar estadual, vêm recebendo uma proporção de crédito relativamente menor do que a proporção da agricultura familiar que representam.
