Ligações perigosas: proteção social e clientelismo no Semiárido Nordestino
Abstract
Característica marcante do estado de bem-estar construído ao longo do século XX, a proteção social pode se converter, paradoxalmente, em instrumento de clientelismo. Quando as instituições são frágeis e a cultura política é marcada por relações paternalistas de dominação, até mesmo um direito da população pode ser capturado como mecanismo político, como se fosse um favor provido por representantes das elites locais ou por mediadores da relação sociedade-Estado. O artigo tem como foco o Programa Bolsa Família, em suas correlações com o desempenho eleitoral do partido do governo, no semiárido nordestino, comparando com casos semelhantes em outros países latinoamericanos.
