Perspectivas do livre comércio para a agricultura
Abstract
Este ensaio analisa os limites do processo de liberalização do mercado agrícola mundial, a partir dos resultados da Rodada Uruguai de negociações do Gatt. Os argumentos do livre mercado são criticamente discutidos à luz das relações bilaterais entre EUA e CE, em torno das quais dependem as perspectivas das estratégias globais de multilateralização do mercado agrícola. As novas formas de proteção, surgidas nos anos 80, colocaram obstáculos para o comércio. Por outro lado, o processo de globalização combinado com a formação de blocos regionais e o fortalecimento de capitais multinacionais tornaram-se importante condições para o desenvolvimento do mercado mundial em bases multilaterais. As áreas regionais de livre comércio tendem a contradizer as perspectivas liberalizantes do comércio mundial, e o multilateralismo enfrenta fortes limites.
