Desenvolvimentismo, etnicidade e questão agrária
Abstract
O objetivo deste artigo é fazer uma análise da relação entre processos de desenvolvimento, etnicidade e questão agrária, focalizando especialmente contradições que envolvem as formas de gestão das terras indígenas dentro da estrutura fundiária. O século XIX legou a ideia de que as contradições raciais e étnicas eram um entrave à formação do Brasil como nação, marcando diferentes debates acerca da modernização capitalista. Essa concepção produziu um determinado lugar para as sociedades indígenas e sua relação com o território, no qual a etnicidade era pensada como obstáculo ao processo. Mas o próprio processo histórico de desenvolvimento/modernização no século XX e as lutas sociais modificaram esse quadro, de maneira que as terras indígenas tornaram-se um componente da própria estrutura do Estado. De maneira geral, as terras indígenas passaram a ocupar um lugar central no ordenamento territorial e agrário, o que por sua vez não se deu sem lutas entre diferentes projetos políticos. Pretendemos analisar como a reativação de categorias discursivas e políticas desenvolvimentistas no início do século XXI explicita as contradições entre diferentes projetos políticos para o mundo rural, que por sua vez se expressam numa disputa pela redefinição dos instrumentos de gestão territorial e do espaço agrário.
